Muting drops the audio stream and copies the video stream verbatim into a new file. No frames are decoded or re-encoded, so the picture is identical to the source and the operation finishes in about the time it takes to write the file.
This is genuinely different from setting the volume to zero in a player or an editor. The audio data is removed from the container, so whoever receives the file has no way to recover it.
Because the video is copied rather than re-encoded, the output keeps the original codec. A muted H.264 file is still H.264 at the same bitrate and quality it started with.
No. The video stream is copied without being decoded, so the frames in the output are byte-identical to the source. Only the audio is dropped.
